Dear Mr. Bretney,
Last week, on March 18th, I sent a letter to Corbin Newman, Regional Forester at the U.S. Forest Service, regarding the Rosemont Mine project. In my letter I expressed deep concerns about the way the Forest Service was handling public involvement in the scoping process for the Rosemont project's Environmental Impact Statement (EIS).
My concerns stemmed from the fact that the Forest Service had given only seven days notice of the initial public meetings, and the comment period was limited to just 30 days. Since I sent the letter, further concerns have emerged regarding the format and conduct of the public meetings. In my view, a project as complex as the proposed Rosemont Mine demands that public agencies adhere to the highest standards of public engagement. This is why, in my letter, I requested opportunities for greater community participation in the scoping process, including additional informational meetings and an extension of the public comment period to 120 days.
Yesterday, Mr. Newman and Jeanine Derby, Forest Supervisor for the Coronado National Forest , met with me to hear my concerns and recommendations about how we can provide more opportunities for public comment on the proposed Rosemont Mine. I am pleased that we agreed to the following six adjustments to the Forest Service's plans for involving the public in the EIS scoping process:
oThe public scoping process will be extended from the original 30 days to 120 days. The closing date for the public scoping process will be extended to July 18, 2008. This expanded window will ensure that the public has ample opportunity to learn about the EIS process and provide their comments to the Forest Service. It also demonstrates that the Forest Service is serious about collecting public comments.
oThree additional "open-house" meetings will be scheduled. To ensure ample opportunity for the public to educate itself about the EIS process and provide comments, three additional open-house meetings will be scheduled. One has already been scheduled for April 5 in Vail and another is in the planning stages for Sahuarita. A third will be scheduled in the Sonoita area in the coming weeks.
oAll future open-house meetings will begin with an explanation of the process. The remaining open-house meetings will begin with an oral and written explanation of the process. This introduction will provide an overview of the EIS process; the purpose of the open-house meeting format; the type of comments being solicited; the role of the Forest Service; and the identification of officials from the Forest Service, Augusta Resources, and other relevant organizations in attendance at the meeting. The introduction will also explain that the open-house is not intended as a public hearing, and that public hearings will be held on dates and at locations which will be announced at each open house.
oThree public "hearings" will be scheduled. In addition to the open-house meetings mentioned above, the Forest Service will also schedule three public hearings during the 120 day comment period to allow Southern Arizonans to express their views in an open public forum. As we discussed, these three hearings will be held in Central Tucson , the Green Valley/Sahuarita area, and the Sonoita/Patagonia area.
oThe selection process for the EIS contractor will be reviewed. Concerns have been raised about the process employed by the Forest Service to select the primary contractor to perform the EIS, and that firm's ability to evaluate the Rosemont proposal objectively. To address these concerns, the Regional Forrester has agreed to conduct a review of the selection process with the participation of a senior member of my staff and a representative of the public.
oA community work group will be established to participate in the EIS process. A work group will be convened to provide community and technical input throughout the process. This group will include representatives of appropriate public agencies, members of affected communities, and my staff. The group will be charged with assuring that all specific public concerns relevant to the project are raised and addressed in the EIS.
I am grateful to both Mr. Newman and Ms. Derby for their responsiveness to my constituents' concerns. I believe full public involvement is essential in order for the Forest Service to fulfill its impartial facilitating role in the EIS process, particularly on an issue as important and complex as the proposed Rosemont Mine. I am confident that these six action steps will help restore public confidence in the EIS process and, ultimately, improve the quality of its conclusions.

The Housing Crisis

El Universal (Mexico City) and El Porvenir (Monterrey, Nuevo Leon) et al 3/29/08
Initial results are in from Operation Juarez, the federal task force offensive against organized crime that began three days ago in the environs of Cd. Juarez, Chihuahua and was reinforced yesterday by the arrival of 330 additional troops. In its first action, the operation secured a little more than a ton and a half of marihuana, confiscated 51 vehicles, 37 firearms, nearly 8 pounds of cocaine and a significant amount of other drugs. Forty-two people were arrested and a sum of 112,765 pesos and $20,220 U.S was seized. The operation is expected to be augmented by an additional 805 troops today. The offensive will be coordinated by Mexican troops trained in the tactics of the Kaibiles, the Guatemalan elite commando force.
The Federal Police have assumed control of emergency local police operations serving the public. Beginning Monday, they will begin inspecting the command structure of the city police department and transit police, which will include thorough background checks. This will allow purging all the departments at once. The mayor of Juarez observed that "in this way we can hope to clean the police force and put an end once and for all to the corruption inherited from years past."

(Not for the squeamish) The chief of the tactical group of the security police in Cancun, Quintana Roo, known as "Comandante Hierro" (The Iron Commander) was executed last night after being kidnapped by armed men in two vehicles. The killers left his body tied and gagged near the Cancun Cathedral with a note on his chest, "Hierro, your training was of no use. Ha-ha-ha." The Commander, who had links to organized crime, received a message on his cell phone at 6:30 pm. "Its a matter of life or death," he commented to his subordinates, clearly upset. He left the office in his car, but two SUVs blocked his way and some 1o armed people dressed in black and with hoods tjook him and left. At 1:00 am, an anonymous call advised the police to recover the body which had signs of savage torture; broken ribs, eyelids and ears cut off and both legs fractured by blows. There was a coup de grace shot in his right temple. The body was then wrapped in a blanket, a common practice in narcoexecutions. His widow was asked only to identify his cell phone and wallet. She would not file a police report for fear of reprisal.

Fallon a Fifth Columnist

Subject: What was behind Adm. William Fallon's sudden resignation

The abrupt resignation of Adm. William Fallon as the head of Central Command almost got lost amid the breaking news of Barack Obama's victory in the Mississippi primary and Eliot Spitzer's resignation as governor of New York. But it's a much more consequential development -- in the foreign and military policy of the Bush administration in its final year in office and in the relations between civilian commanders and military officers in the long run of American history.
Though everyone involved denies it, Fallon was kicked out for insubordination, or something very close to it. His conduct became impossible to overlook after the publication of a jauntily written article in Esquire by Thomas P.M. Barnett, author of "The Pentagon's New Map."
Barnett paints Fallon as a seasoned officer who coolly and wisely has been frustrating George W. Bush's desire to invade Iran. He points out that Fallon opposed the surge in Iraq ordered by Bush in January 2007 and that he has tried to rein in Gen. David Petraeus, whose leadership of the surge has produced such impressive results. He seems to take it for granted that readers will applaud Fallon for opposing a move that converted likely defeat to a high chance of success.
Fallon also made it plain that he wants to withdraw troops from Iraq, as soon as possible -- even though Defense Secretary Robert Gates has approved Petraeus' request for a pause after currently scheduled troop withdrawals end in July.
Fallon is not the first subordinate to work openly to undercut the commander in chief. The authors of the National Intelligence Estimate headlined a conclusion that Iran had abandoned part of its nuclear program, while underplaying the more important news that the mullahs were continuing the critical parts of the nuclear program and retained the capacity to rev up the rest quickly at any time. Leaks from the State Department and CIA have been clearly designed to frustrate administration policy.
Civilian and military, those who have been undercutting administration policy do so in the belief that their views are more in the nation's interests than the conclusion of the Texas cowboy whom the voters somehow elected president. State and CIA are filled with professionals educated in elite universities dominated by the left and, while not as wacky as their professors, have come away with the default assumption that liberals are always right. Many military officers, who increasingly have graduate degrees from such universities, seem to have imbibed similar habits of mind.
In addition, officers assigned to regional commands seem, like diplomats assigned to one area, inclined to go native. As head of Pacific Command, Fallon (at least as Barnett paints him) seemed transfixed on cooperating with China; at Central Command, he came to believe that pressuring Israel toward a settlement with Palestinians was the way to solve every problem in the region. After all, those are the things the Chinese and Arab military officers he's been interfacing with have told him.
In my view, George W. Bush has been unduly tolerant of the efforts of civilian career professionals to undercut his policies. But Fallon's abrupt resignation suggests that he and-or Gates decided that things had gone too far when a commanding military officer was lionized for opposing the president's policies in the pages of Esquire.
One of the firmest principles of American public life, established with great deliberateness by George Washington, is civilian control of the military. The vast majority of American military officers over our history have honored and cherished that principle. Fallon, as portrayed by Barnett, seemed to relish brushing it aside.
My guess is that Gates, who was a career professional and whose memoir stresses the continuity of U.S. government policy in different administrations, decided that enough was enough.
Tough questions remain about how civilian commanders should choose and interact with military professionals. Bush's record, in my view, has been far from ideal. He has seemed content with letting others choose military commanders and then accepting their advice with little of the abrasive interaction recommended by Eliot Cohen in his 2002 book "Supreme Command." Only after the debacle of the 2006 elections did he call on David Petraeus.
One wonders how much he pondered the installation at Central Command of Petraeus' critic Fallon. It is surely a difficult thing for civilian presidents to choose able and apt military commanders -- looking back in our history Franklin Roosevelt seems to have been the only commander in chief who had a consistent record of doing so early on. But at least Bush -- and Gates -- have rectified what they must now consider a mistake. And they have reaffirmed the ancient principle of civilian control.

In a column by Eduardo Leaman of Notimex, "Immigration an unfinished debate," he refers to Mexico as a third world country that although receiving 25 billion dollars a year in remittances, has a continuing exodus of its people at all levels because of the failure of the country to provide the social, economic and cultural guarantees of its constitution. He says the issue is not fences, the issue is our (Mexico's) social inequality and our indifference toward the marginal groups.

Two violent crimes occurred in Cancun this morning. One, a gunfight left one hired killer dead and four wounded. One of the wounded was taken to the hospital by armed guards. The attorney General of the state of Quintana Roo said this morning hired guns in a vehicle parked in front of a house in the commercial center began firing into a building and one of the attackers was killed. The subject was dressed entirely in black and has not been identified.
In the other incident, apparently not related to the first, a group attempted to kidnap a person who, on resisting, ignited a gun battle through the streets of Cancun resulting in four wounded, one of whom may have been in the previous shootout.. He was transported to the hospital, but "rescued" by a group that forced their way in a short time later.

In Monterrey, Nuevo Leon, a group of heavily armed men invaded the home of the commander of a public security agency and, after beating him severely in front of his family, took him away with them. Mexican Army troops are assisting local police in the hunt for the man.

A federal judge in the state of Jalisco formally sentenced to prison14 presumed members of a group of hired gunmen, known as the Zetas, of the Gulf drug cartel. Their assignment had been to observe and report the movement of army troops and vehicles throughout the area operated by the cartel.

First, an 'atta - boy" must be given to Howard Levine of the Pachyderm Coalition. By coming up with a program to inform the grass roots activist, as well as others, of the actions of our state legislature is a tremendous task. This is something that should have been started by the state party years ago, but now we have the "Pachys" helping us out with info on who is making the laws in our state which we must live by. Hopefully, this message will resonate in all Legislative Districts. A copy of this is a must for your election folder.
Remember a year ago the Arizona Town Crier reported how may times a Republican Legislator backed the Democrat governor. Two ladies led the pack, Allen and Hellon. Hellon was defeated for re-election. Allen, although facing a good conservative, won the re-election. She had been endorsed by Kyl, McCain, and others in the elected elite. Seems the people in her district valued rhetoric more than performance. I note that because once again she is pegged as a RINO.

WASHINGTON, D.C. – House Republican Leader John Boehner (R-OH) today issued the following statement on the Democratic Majority’s FY 2009 federal budget proposal:
“Middle-class families and small businesses are struggling with skyrocketing prices for gasoline, health care, and other costs of living, and the very last thing they need is a higher tax bill that puts an even greater squeeze on their finances. But by thrusting the largest tax hike in history upon every single American, that is exactly what the Majority’s budget would do. Worse yet, this epic tax increase would be levied by Democratic leaders solely to bankroll billions upon billions in reckless and wasteful Washington spending that we neither need nor can afford. That is an irresponsible approach, and House Republicans will work to defeat it.
“As disappointing as the Majority’s plans are to raise taxes on every single American in order to finance more pork-barrel spending, their refusal to confront the looming entitlement crisis is equally troubling. Medicare and Social Security are headed for bankruptcy. The programs’ trustees have warned us of exactly that, and government and media reports in recent weeks have done the same. 1. A front page story reported the release from U.S. prison of Francisco Rafaél Arellano Félix and his return to Mexico. Arellano had been extradited to the U.S. in 2006 to complete a sentence for drug smuggling. His 10-year sentence included time served in Mexico while his case was pending. He is a presumed member of the cartel that bears his name. No charges are pending in Mexico and he is free to carry on his life.
2. Seven people, a woman and 6 men, were assassinated yesterday in Tijuana, Baja California, by a number of shots from large caliber arms followed by coup de grace shots to the head. The bodies showed signs of beatings.

The Attorney General of Mexico City stated the failed bombing attempt of the Department of Justice of February 15 was ordered by a subject known as "El Patrón" (the boss) a resident of Mazatlán, Sinaloa. The motive for the bombing attempt was apparently in answer to three successful police operations that resulted in the seizures of important loads of arms in Mexico City. The Attorney General, Rodolfo Félix Cárdenas, indicated the target of the failed attempt was the Chief of Police, Julio César Sánchez Amaya.

1. A number of items from this news source and others were dedicated to the tense situation with Ecuador, Venezuela and Colombia after Colombia's incursion into Ecuador to raid an encampment of FARC, the Colombian guerilla revolutionaries. One female Mexican citizen was wounded in the attack. Mexico is concerned with the revelation that elements of FARC have been established in Mexico since last year.
2. Under the heading "NAFTA under judgment in U.S.," columnist Rogelio Ramirez de la O noted that the campaigns of Clinton and Obama both promise to revise the North American Trade Agreement because it has cost the U.S millions of jobs and poses a danger of recession and further unemployment. The columnist said "although totally logical, those statements are received by the Mexican government as threats." He criticized his government for lack of understanding and putting ideology before reality.

The mainstream media said she was finished, but our brave Hillary soldiered on to wallop B. Hussein Obama in Ohio, Texas and Rhode Island Tuesday night. I don't know what the MSM is so upset about-- we let them pick the Republican nominee. Did they want to pick the Democratic nominee, too?
Not only that, but after some toothsome appearances on various madcap comedy shows this past week -- "Saturday Night Live," "Late Night With David Letterman," "Hardball With Chris Matthews" -- Hillary's "likability" quotient is soaring! According to the latest CNN/CBS News poll, she's just been upgraded from "Utterly Loathsome" to "Execrable."
The percentage of registered voters who would rather disembowel themselves with a wooden spoon than vote for Hillary has just slipped below the magical 50 percent mark. We're surging, Hillary! If you want to be even more likable, you should go on "The View." Next to those four harpies, you seem almost agreeable.
Now that Hillary has won three primaries in a row, it's time for Obama to do the classy thing and withdraw from the race. (Obama won Vermont, but that was earlier in the day. Exit polls indicate he took the black vote. Literally. There was just the one.)
Imagine how proud Michelle Obama would be of her country if that happened! But Obama probably won't do the classy thing, despite claiming to be a "new" kind of politician and rejecting the politics of division.
If Hillary is serious about becoming president, she's got to make some changes. I say this as a Hillary supporter and strong opponent of divorce. Hillary: You've got to divorce Bill. You've already fired one campaign manager. Now it's time to get rid of your No. 1 buzz-killer.
Not only is the media's group-lie about Bill Clinton being a "rock star" over, but -- one can hope -- the use of the excruciatingly stupid phrase "rock star" to refer to wonky politicians is over. It's become such a cliche that music critics have begun referring to actual rock stars as "leading Democratic contenders."
Liberals believe, often accurately, that if they say the same thing over and over again 1 billion times, people will believe it: "Bush lied, kids died," "We've lost in Iraq," "Reagan is stupid," "Bush is stupid," "Republicans are stupid," "Global warming is destroying the planet," "Gloria Steinem is good-looking" and -- their most provably false assertion -- "Bill Clinton is the most talented politician of his generation."
In a period of just a few short months last year, "news" articles in The New York Times cooed -- I mean "said" -- the following about Bill Clinton:
-- "Elvis is here, Clinton version. Having Bill Clinton campaign for you, as Mr. Ford learns, is a mixed blessing. You are bolstered standing next to this outsized Democrat, but still seem puny by comparison."
-- "Mr. Clinton is one Oscar-worthy supporting actor who can sometimes upstage his leading lady simply by breathing."
-- "Sen. Hillary Rodham Clinton has been trying to capture Bill Clinton's old political magic and lay claim to his legacy and popularity."
-- Tony Blair's charisma "ranks second only to Bill Clinton's."
Not to be a stickler, but Bill Clinton is the guy who could never get as much as 50 percent of the country to vote for him. And that was in two presidential elections that the Republicans basically sat out (as they are doing this year).
It was also in elections held before the country realized "Elvis" Clinton was molesting the help. If Bill Clinton is the Democrats' idea of Elvis, somebody should tell them he's playing to half-empty houses.
Besides the joy liberals take in lying generally, they have massive Reagan envy. Despite having informed us the requisite 1 billion times that Reagan was a dunce, Americans adored him, and still do.
Democrats wanted one of their presidents to be adored, too -- and not just for being assassinated. But they only seemed able to produce laughable incompetents like Jimmy Carter.
So no matter how preposterous it was, liberals just kept telling us that the chubby kid with the big red nose whose greatest moment on the football field involved a wind instrument was "Elvis." According to Nexis, that appellation has been applied to Clinton approximately 1,000 times. In print, that is. There's no telling how many drunken cocktail waitresses have whispered it in Clinton's ear during late-night elevator assignations.
You can stop lying for the voters now, Hillary. This is me, Ann Coulter, your supporter.
This charade of a marriage has gone on long enough. Even if you were stupid enough to marry him back in the '70s, Bill is just so over, girlfriend. He can't even get Holiday Inn cocktail waitresses anymore. Last I heard, he was hitting on the Motel 6 housekeeping staff.

County Tax Hikes
Through 2006 the full cash value and the limited cash value remained basically the same. The limited cash value cannot exceed the full cash value, so through 2006 Cochise County was being taxed at the fullest value amount. In 2007 the limited property value, the value used to compute the primary tax, was less than the full cash value. In that year the full cash value on this property was raised 53 thousand bucks but the limited was raised 16 thousand. 2008 rolls around and the full cash value was raised another 23 thousand bucks while the limited cash value was raised about the same. Now, 2009 is coming and probably because of the housing bubble that burst, the full cash value was REDUCED about 10 thousand bucks, but get this, the limited value was RAISED 20 thousand bucks.
If this keep going, the sheriff will probably have a lot of property to auction off for non payment of taxes. Now, we are waiting to see what is the tax rate for 2009.
Taxes are controlled by the governments, city, county and state. The governments are run by people that are elected by the voters. So, besides the ballot box, below is another course of action.

Our projections show the most likely outcome of yesterday's elections will be that Hillary Clinton gained 187 delegates, and we gained 183.
That's a net gain of 4 delegates out of more than 370 delegates available from all the states that voted.
For comparison, that's less than half our net gain of 9 delegates from the District of Columbia alone. It's also less than our net gain of 8 from Nebraska, or 12 from Washington State. And it's considerably less than our net gain of 33 delegates from Georgia.
The task for the Clinton campaign yesterday was clear. In order to have a plausible path to the nomination, they needed to score huge delegate victories and cut into our lead.
They failed.
It's clear, though, that Senator Clinton wants to continue an increasingly desperate, increasingly negative -- and increasingly expensive -- campaign to tear us down.
That's her decision. But it's not stopping John McCain, who clinched the Republican nomination last night, from going on the offensive. He's already made news attacking Barack, and that will only become more frequent in the coming days.

When one sees a video clip of McCain walking up and down pumping his left fist and listening to his rhetoric and knowing his background, can on truly believe that this is the best the party has to offer to run the country?
And, when the elected Republicans can do anything they like with no comment from the party, who expects any change? If you do what you always done, you gonna git what you always got!
Until the party changes, from the RNC on down, from being a secondary campaign committee for the elected elite, to holding the elected elite to party standards, don't expect anything to change.

Lee Iacocca Says:
'Am I the only guy in this country who's fed up with what's
happening? Where the hell is our outrage? We should be screaming bloody murder.
We've got a gang of clueless bozos steering our ship of state right over a
cliff, we've got corporate gangsters stealing us blind, and we can't even clean
up after a hurricane much less build a hybrid car. But instead of getting
mad, everyone sits around and nods their heads when the politicians
say, 'Stay the course'
Stay the course? You've got to be kidding. This is America, not
the damned 'Titanic.' I'll give you a sound bite: 'Throw all the bums out!'
You might think I'm getting senile, that I've gone off my rocker,
and maybe I have. But someone has to speak up. I hardly recognize this
country anymore.
The most famous business leaders are not the innovators but the
guys in handcuffs. While we're fiddling in Iraq, the Middle East is

Or send someone else's kids off to war when you've never seen a
battlefield yourself. It's another thing to lead when your world comes
tumbling down.
On September 11, 2001, we needed a strong leader more than any
other time in our history. We needed a steady hand to guide us out of the ashes.
A Hell of a Mess So here's where we stand. We're immersed in a bloody war with no
plan for winning and no plan for leaving. We're running the biggest deficit
in the history of the country. We're losing the manufacturing edge to
Asia, while our once-great companies are getting slaughtered by health care
costs. Gas prices are skyrocketing, and nobody in power has a coherent energy
policy.
Our schools are in trouble. Our borders are like sieves. The
middle class is being squeezed every which way These are times that cry out for
leadership.
But when you look around, you've got to ask: 'Where have all the
leaders gone?' Where are the curious, creative communicators? Where are
the people of character, courage, conviction, omnipotence, and common sense?
I may be a sucker for alliteration, but I think you get the point.
Name me a leader who has a better idea for homeland security than
making us take off our shoes in airports and throw away our shampoo? We've
spent billions of dollars building a huge new bureaucracy, and all we
know how to do is react to things that have already happened.
Name me one leader who emerged from the crisis of Hurricane
Katrina.
Congress has yet to spend a single day evaluating the response to
the hurricane, or demanding accountability for the decisions that were
made in the crucial hours after the storm.
Everyone's hunkering down, fingers crossed, hoping it doesn't
happen again. Now, that's just crazy. Storms happen. Deal with it. Make a plan.
Figure out what you're going to do the next time.
Name me an industry leader who is thinking creatively about how we
can restore our competitive edge in manufacturing. Who would have
believed that there could ever be a time when 'The Big Three' referred to
Japanese car companies? How did this happen, and more important, what are we
going to do about it?
Name me a government leader who can articulate a plan for paying
down the debt, or solving the energy crisis, or managing the health care
problem. The silence is deafening. But these are the crises that are eating
away at our country and milking the middle class dry.
I have news for the gang in Congress. We didn't elect you to sit
on your asses and do nothing and remain silent while our democracy is
being hijacked and our greatness is being replaced with mediocrity. What is
everybody so afraid of? That some bonehead on Fox News will call them a name?
Give me a break. Why don't you guys show some spine for a change?
Had Enough?
Hey, I'm not trying to be the voice of gloom and doom here. I'm
trying to light a fire. I'm speaking out because I have hope I believe in
America. In my lifetime I've had the privilege of living through some of
America's greatest moments. I've also experienced some of our worst crises:
the 'Great Depression', 'World War II', the 'Korean War', the 'Kennedy
Assassination', the 'Vietnam War', the 1970s oil crisis, and the struggles of
recent years culminating with 9/11.
If I've learned one thing, it's this: 'You don't get anywhere by
standing on the sidelines waiting for somebody else to take action. Whether
it's building a better car or building a better future for our
children, we all have a role to play. That's the challenge I'm raising in this
book. It's a call to 'Action' for people who, like me, believe in America. It's
not too late, but it's getting pretty close. So let's shake off the crap
and go to work. Let's tell 'em all we've had 'enough.'

This week, John McCain traveled through Ohio and Texas in advance of Tuesday's primaries in each state. From Tyler and San Antonio to Cleveland and Cincinnati, the crowds at all of John McCain's events were excited, and the energy was contagious.
In West Chester, Ohio, John McCain visited the Armor Holdings factory where they assemble armored vehicles used in Iraq. After touring the plant, he held a town hall meeting, speaking to hundreds of employees before answering questions.
John McCain also held a town hall meeting at Rice University's Baker Institute for Public Policy in Houston, Texas. After the event, former Secretary of State James Baker endorsed John McCain. The Democrats Attack
This week we witnessed the first of the negative TV attacks that will be waged against John McCain. The liberal group VoteVets.org has begun airing an attack ad on cable television that flat out lies about John McCain's positions. We saw a similar attack from the New York Times last week, and it is only the beginning.

1. In a conference at the Monterrey Technical Institute, Monterrey, Nuevo Leon, Mexico's Secretary of Public Education, Josefina Vazquez Mota, called for the immigration phenomenon to be seen as an agenda of opportunity, respect and construction and not from the point of view of threats, fences, distance and impropriety.
She emphasized that migration has a very clear future and that it will grow ever larger and more important not only for economic reasons but because this is the world's new reality.
She insisted that it necessary to turn around not only the anti-immigrant but the anti-Mexican sentiment which exists in the country to the north mainly because, unlike communities from other countries, Mexicans do not integrate completely into American society.
Further, that the United States cannot envision its prosperity without the Mexican community and Mexico cannot consider migration without looking at its own responsibilities and answering to millions of Mexicans so that when they leave they do so for reasons other than poverty.
2. Yesterday morning by the airport in Villahermosa, Tabasco, officials found the body of a man. His severed head was a few centimeters away and so was the machete that had been used to decapitate him.

"SEDENA" (the Mex. Dep't. of Defense) announced that military reinforcements are being sent to Nuevo Laredo, Reynosa and Matamoros, all three in the state of Tamaulipas, to combat Gulf Cartel operations. 110 soldiers have just arrived in Matamoros and the following units are on their way by land and air from various parts of Mexico:
- 1st Artillery Reg't.
- 5th Mech. Cav. Reg't.
- 99th Inf. Bn
- A company of the 6th Bn., Spec. Forces
- 10th Bn., Spec. Forces
- 15 armored vehicles

La Soledad, Tamazula, (on the extreme west end of Durango and fairly close to Culiacan , Sinaloa) was the scene of the arrest of three men bearing arms and a comparatively small amount of weed. 17 firearms were seized (incl. 10 assault rifles), two fragmentation grenades, cammo uniforms, and caps bearing the Mexican federal investigation agency lettering ("AFI")

Two laws introduced in the Federal Chamber of Deputies have the objective of professionalizing police and establish procedures to follow in different situations. The Deputy introducing the bill said that the problem with Mexican police is that they have no law that specifies how to perform duties when confronted with various circumstances.

A report came in at 2:55 a.m. Saturday about Tijuana's first execution for March. The body of a man, "practically completely burned" and shot twice on the head, was found on Las Flores St., Tijuana.

Yet another clandestine "narcograve" house was identified in Ciudad Juarez. Three cadavers have been found buried in a house on Colonia Cuesta's Pedregal St., no number. This brings to twelve the number of human remains found buried in Juarez in the last ten days. Investigation - and digging - continues.

"Beijing University to install a Cultural Center in Tamaulipas"
Reynosa - The Autonomous Univ. of Tamaulipas and the University of Beijing plan to install an information bank and educational programs for the benefit of future professionals in this educational facility. The University of Beijing will build a center in Tamaulipas "to make its language known" as well as to house an information bank about China; this will allow areas of development in educational programs, projects and studies, among other functions.

El Salvador's President Tony Saca said that he and Mexico's President Calderon will deal with the immigration issue when Calderon makes a two day visit beginning Tuesday.
According to "Carecen Internacional", a non-governmental institution which assists migrants, some 700 Salvadorans leave the country every day for the United States to seek the American Dream.
