Interview with another Sierra Army Depot Informant

 I was surprised to hear you say that Devon Biggs was a good man before he got into the meth. I am really saddened by the news. There is something really sick and wrong about a place that will let that happen and even encourage it.

Yes...I agree. And he was decent before he started using drugs...Which he started doing in his 20's...He went through a lot of ups and downs after that...And obviously completely went off the deep end and clearly lacks the ability to be an honest and good person now.

I don't know about his drug use after I left him 2 1/2 years ago...So, I'm not sure.

I have no idea who he was doing drugs with at that time...I heard he was doing them, and he looked and acted like he had gotten back into that scene. No idea who he was associated with in doing so.

Who hired Devon to come work on the Depot? He started in 2010, is that correct? Did he have a criminal record prior to his arrest in 2013?

I don't remember who hired him. He started in 2009 as I recall. Yes, he had been in and out of some trouble prior to being hired. I wasn't with him during those times...I believe it was all drug related issues.

He was verbally and several times physically abusive...He's been diagnosed with Extreme Bi-Polar...

Former Supervisor John Dingman and wife Carolina Dingman
John Dingman supervised and promoted Devon Biggs.  John Dingman was accused of smuggling stolen property internationally.  After a month long suspension, his supervisors Bruce Hamilton and Robert Beach promoted him.  John Dingman and Riley Junk oversaw return of billions of dollars of US Army property returning from Iraq and Afghanistan.

The Sierra Army Depot's Lady MacBeth, Carolina Dingman served as secretary to the Commander.  She informed Dingman and Junk of any visitors the Commander had.

I understand what you're trying to do, and I can respect that. I just want to move on and put it all behind me...It's somewhat tiring and upsetting to revisit all of it.

Supervisor Riley Junk
Riley Junk oversaw a program called NSE.  NSE stood for Non-Standard Equipment in Warehouse 311.  Junk oversaw  billions of US Army Property returning from Iraq and Afghanistan for their ultimate storage.  Junk, Don Yancey, John Dingman, Biggs, Herrin, Jason Tong and the Andersons stolen or lost millions of dollars of lost Army property.

Do you think there was someone controlling or influencing Devon Biggs? Devon Biggs doesn't seem like a criminal mastermind and it would seem like a good job in a clean environment would stabilize not destabilize a man. Am I correct?

This meth user serves as a supervisor at the Sierra Army Depot.  Her family, the Kecks, and the Tong family control many of the warehouses where the thefts occurred and are tolerated.   

Former Vegas Cocktail Waitress and Sierra Army Depot Supervisor Jodi Brackin with Riley Junk.
Riley Junk shares Jodi Brackin with Aric Manner as Junk and Brackin are swingers.  Junk and Brackin organize orgies and allegedly used photos to blackmail and Army Officer into tolerating numerous inventory discrepancies.

He was perfectly capable of corrupting himself...But, yes there were good parts...It's kind of you to try and see that. He has problems. A drug addiction that he seems to be able to fallnout of and right back into, issues from his childhood, Bi-Polar disorder...

Carrier is responsible to see that all Army Property is compliant and therefore all property is audited and properly accounted for.  To this day, Carrier has refused to carry out his responsibilities to the Army and to the Nation.  

Steve Potts
an Iraq War Veteran and original member of the Asset Recovery Team tasked to find over $ 250 Million in Depot Losses.  He has since left government service.

Charlie Slosson
Current commander of the Sierra Army Depot
To this day no Whistleblower has been rehired, recommended for promotion or awarded or otherwise recognized for their help to law enforcement on his watch.  Slosson is aware but has done nothing to stem the tide of thefts that still occur to this day.
